In order to update GAT permissions, you must first as a G Suite Admin log into the Control Panel for your domain, then select Marketplace Apps.
You may have two versions of GAT installed – it is important to check both for Data access!
Also, make sure it is for the full domain or the OU you are in as Admin.
Finally, after you make these changes it is very important that you log into GAT at least once as an Admin.
Select the first GAT install (then after approval, move to the second and repeat)
you will now see
